ESC responds to LAC report

E.S.C. Interim Executive Director Samuel Foster

Making the point that the Employment Security Commission is not the inefficient, incompetent organization as many critics have tried to describe it, E.S.C. Interim Executive Director Samuel Foster says the commission has for the past wight months provided staff support and assistance to the Legislative Audit council in their efforts to review the operational and administrative procedures within the agency. Foster says the Legislative Audit Council’s report was thorough.

“Nine address differences of opinion on how we conduct administrative functions, three are matters to be decided by the legislature, six were initiated or enacted before the audit or published, the remaining eight identify procedural changes which have been or will be implemented. Not once in the 26 recommendations is there mention of the agency’s being out of control or incompetent,” says Foster. [Read more...]

SC Legislative Audit Council releases ESC review

A review of the state Employment Security Commission, requested by the  General Assembly, was released to the public today. The agency has been the topic of criticism and scrutiny by lawmakers and the governor’s office throughout the current recession. Among the LAC major recommendations:  making the commission a cabinet agency, allowing the governor to appoint the executive director, and amending of state law to provide that an employee terminated “for cause” cannot get unemployment benefits.

Charleston deputy recovering, 911 tape released (Audio)

The 911 tape has been released on the Charleston County deputy shot in the line of duty. “I need EMS, ASAP,” says deputy Jeffrey Degrow. Last week, Charleston County deputy 33-year-old Degrow was responding to a burglary call, when he spotted three men.  He chased the men and shots were fired.  Degrow was hit in the eye and the arm.

“I got a head wound and an arm wound, and I know that for sure. I’m trying to make my way back out to the roadway so I’m easier to find,” says Degrow.

Degrow was taken to the Medical University of South Carolina to be treated and was released Saturday night. Charleston County’s Public Information Officer John Clark says he’s doing well. [Read more...]

Bauer: I’ll take the beating (Audio)

Lt. Governor Andre Bauer continues to defend his stance on breaking the cycle of government dependency. He has received quite a bit of criticism for his comments made at a forum last week. Bauer spoke on the free and reduced school lunch system and said: “You’re facilitating the problem if you give an animal or a person ample food supply. They will reproduce, especially the ones that don’t think much further than that.” He says he wasn’t calling people animals, but he wanted to make a point that people are “riding the system.”

“That’s typical politics. The reason we don’t get real reform in this state, the reason why we don’t have systemic change we need is that everyone is scared to be politically incorrect, which I find myself in now. They’re scared to talk about real problems,” says Bauer. [Read more...]

Point-of-sale tax exemptions may be given another chance in Senate (Audio)

State senators, realtors and government associations met Monday to further discuss a plan that would change the way property is taxed, after a compromise plan failed last Thursday.

Oconee County Senator Thomas Alexander introduced the legislation which he hopes may come back to the Senate floor this week.

The bill was introduced in the Senate Wednesday but debate was interrupted for negotiations with realtors.

The current so-called “point-of-sale” reassessment rules became law in 2007, when tax assessments were capped for longtime residents, while assessments were allowed to rise to market value when properties were sold.

Alexander says there are problems with current law, since reassessment is triggered by property sales. He says the House bill is designed to encourage real estate investment and boost the economy.
