Mt. Pleasant to vote on banning texting while driving

As bills to ban texting while driving move through the General Assembly, they are not moving fast enough for some local governments. Mt. Pleasant is one town that is taking the matter into its own hands. A committee in Mt. Pleasant is considering a local ban and council member John Burns does not agree.

“Two weeks ago when this ordinance came up to council it was an ordinance to ban all hands-free cell phone use while in a vehicle in Mt. Pleasant. When I heard that I about fell out of my chair and my thoughts ‘when is more government too much government?’ And, honestly, I use my cell phone for my work everyday while driving my vehicle. Legislation for Ed. Superintendent referendum fails in SC House (Audio)

Members of the South Carolina House voted 70-38 Tuesday to create a public referendum on whether the state’s school superintendent should be appointed. That position is currently elected. The measure failed for lack of two-thirds majority vote.

Lee County Representative Grady Brown and other Democrats said the issue is about allowing a voucher system to take over public education.  Richland County Democrat Jim Bales pointed out to Brown that one referendum had already been voted on by South Carolina citizens and that they had rejected the idea of an appointed superintendent.  “I guess if you don’t get the answer you want the first time, you just keep asking the question,” said Bales. 

The House voted last week for a similar referenum on the position of Secretary of State. Similar constitutional amendments, supported by Governor Mark Sanford, have commonly been stopped in the state Senate.

Brown asked sarcastically why not just have all statewide positions appointed.  He jokingly suggested that even members of the General Assembly should be appointed by members of local county councils.  Darlington County Democrat Denny Neilsen spoke to Brown as he held the floor.

House members get involved in Fairfield Co. school board control (Audio)

The South Carolina House on Tuesday voted to override two of Governor Mark Sanford’s vetoes that would take financial control away from the Fairfield County School Board.

Fairfield County Democrat Boyd Brown co-sponsored the legislation along with Fairfield County Senator Creighton Coleman.  The measure would have created a five-person committee to oversee the district’s finances. Those positions would be appointed by Boyd and Coleman.  The local issue had a number of House members from other areas of the state enthralled in lengthy debate.

Richland County Democrat Leon Howard accused Brown of crossing the line.
