The driver of a truck that slammed into a car, state truck, and a police car on the ramp from Interstate 26 east to the Arthur Ravenel Jr. Bridge in Charleston Monday has been charged with multiple violations connected to his vehicle.
Leslie O’Quinn of Ridgeville claimed his brakes gave out on his 1990 Peterbilt tractor trailer when he rounded the curve on the ramp where emergency vehicles were blocking the road. Those vehicles were assisting an immobilized propane trunk. The resulting wreck backed up traffic on the ramp for five hours. No one was seriously hurt, although two officers were hospitalized.
State Transport Police said O’Quinn’s truck violated safety rules for brake conditions and his equipment was not secured properly on the truck. He was also given a citation for not giving his vehicle an annual federal inspection.
The Highway Patrol, meanwhile, charged O’Quinn with driving too fast for conditions after police at the scene claimed that he came around the ramp going about 80 mph.
