The House has passed a Department of Administration bill, but it is not the same bill that began in the House last year.
South Carolina House Majority Leader Kenny Bingham says the GOP Caucus passed four times in five years a version of government reform that deconstructs the massive agency known as the SC Budget and Control Board. Now that the Senate revised and returned the latest version, House leaders believe they have a chance to see the bill, H. 3066, become law.
But, the House’s changes are much different from the Senate version.
“This isn’t an amendment to send back to the Senate for negotiation. We believe that this would be a very good government restructuring and creat an excellent system of government to operate the executive branch and the Department of Administration,” said House Speaker Bobby Harrell. GOP lawmakers Wednesday distributed a new chart that creates three agencies to take the place of the Budget and Control Board. It also expands and distributes the leadership panel that oversees the Budget and Control Board.
