An 11-year old has died in an ATV crash just days before a new state law goes into effect that is aimed at preventing this type of accident.
Eleven-year-old Kyle Kelly was riding an ATV Saturday in Kershaw County when it veered off a dirt road, hit an embankment, and overturned on top of him. The coroner says Kelly died of head and other injuries. He was not wearing a helmet.
The new law, known as Chandler’s Law is named after a Lexington County boy who died on an ATV eight years ago. The law will require children age 15 and under to wear a helmet while riding an ATV. They also must take a safety course. The bill took years to pass because opponents insisted it was just more government intrusion and that it would not have any effect. Governor Nikki Haley signed the bill into law May 11th. It goes into effect July 1st.
